Uganda Intergovernmental Fiscal Transfers Programme is a Government of Uganda initiative, funded by the World Bank, that improves the fairness, sufficiency, and effectiveness of funding to local governments, helping them deliver essential services in education, health, water & environment, micro-irrigation, and refugee-hosting communities documents.Who manages and oversees UgIFT?
UgIFT is coordinated by the Ministry of Finance, Planning & Economic Development through the Budget Policy & Evaluation Department, with the PFM Reforms Coordination Unit overseeing the government’s contributions.
It’s embedded in existing government systems and includes oversight by ministers, technical committees, line ministries, and local governments.What sectors does UgIFT support?
UgIFT focuses on five key sectors:

UgIFT consolidates multiple conditional grants into a streamlined system—like Discretionary Development Equalisation Grants, using allocation formulas that promote equity and greater local discretion while tying part of funding to performance indicators
How does performance factor into funding?
Funding is linked to performance: local governments are assessed annually, and incentives are tied to demonstrated service improvements. Underperformance triggers technical support. The program operates on a Program-for-Results model, meaning disbursements follow achieved resultsDoes UgIFT include refugees in its funding model?
Yes, UgIFT intentionally incorporates refugee-hosting communities into its allocation formulas and project plans to ensure all vulnerable and hosting areas receive equitable support.
When does UgIFT end, and what comes next?
UgIFT is scheduled to conclude in December 2025, with no further extensions planned. Plans and discussions for a successor programme to continue its gains are already underway
