John Muheirwoha leads the UgIFT Programme under the Ministry of Finance, championing the equitable and effective allocation of fiscal transfers to local governments.
Since 2017, the World Bank–backed initiative has boosted service delivery in health, education, water, environmental management, micro‑irrigation, and refugee support, enabling the construction and upgrade of hundreds of schools and health centres, the expansion of water and irrigation infrastructure, and the enhancement of fiscal oversight at the district level
