The Uganda Intergovernmental Fiscal Transfers (UGIFT) Programme convened stakeholder consultation meetings from 11th – 14th July 2023 at Ridar Hotel in Mukono District.

The meetings were attended among others by UgIFT Secretariat at the Ministry of Finance, Planning and Economic Development, the World Bank team, the Overseas Development Institute (ODI), UNHCR, Office of the Prime Minister/Department of Refugees, the National Environment Management Authority, the Ministry of Local Government, the Ministry of Health, the Ministry of Education and Sports and Ministry of Water and Environment. 

The meeting discussed a range of issues that largely revolved around five thematic areas:

  1. Improving compliance with environment, social, Health & Safety requirements & adherence to procurement requirements, construction standards & contract management
  2. Proposal for restructuring the Uganda Intergovernmental Fiscal Transfers (UGIFT) program
  3. Improving recruitment, Deployment, and access to the staff payroll
  4. Integration of staff and facilities into refugee-hosting local government systems
  5. Data Issues – Integration of HMIS, NMS, and EMIS with PBS/OTIMS
